The objective of this report was to improve upon the existing Access Management standards from the perspective of the development community. It was commissioned primarily in response to stakeholder concerns over a lack of flexibility in implementing access management in dense urban areas and a corresponding mismatch of standards and context. Lessons in the consequences of inflexible approaches to access management can be gleaned from this report and the resulting outcomes.
