Chapters 16 and 17 of the 2010 Highway Capacity Manual provide methodologies to evaluate the operation of urban street segments, primarily for arterial or collector streets. These methodologies analyze the performance of urban street segments or extended lengths of roadway with intersections that are signal controlled, stop controlled and roundabouts. The quality of service of all modes, i.e., level of service, is evaluated separately. The presence of access points, medians, signal progression and other access management designs or strategies can be evaluated directly by the methods. The use of Highway Capacity analysis software packages makes the analysis effective and straight-forward.
