Methodology to Quantify the Effects of Access Management on Roadway Operations and Safety

Lu, J., Dissanayake, S., Zhou, H., Yang, X. and K. Williams, Methodology to Quantify the Effects of Access Management on Roadway Operations and Safety, Project BC-132, Florida Department of Transportation (2001)

This three-volume study evaluated and compared the operational and safety impacts of direct left-turn (DLT) movements versus right turns followed by U-turns (RTUTs). Volume I evaluated the safety impacts of both left-turn median treatments using crash data analysis, with the results suggesting that the RTUT movement was safer than the DLT movement. Volume II evaluated the safety impacts of both left-turn median treatments using conflict data analysis, with the results suggesting that, again, the RTUT movement was safer than the DLT movement. Volume II evaluated the operation impacts of both left-turn median treatments, revealing that RTUTs provided a significantly reduced average delay and travel time as compared to DLTs, making it the preferred treatment under operational considerations.
