This study was aimed at developing tools to evaluate capital projects in terms of addressing agency goals. The toolkit specifically targets roundabouts, left-turn lanes, median treatments, driveway consolidation, u-turns, signalization and traffic signal spacing, and alternative access roads. Much of the toolkit is devoted to providing background information, figures, and case studies on those features.
