Boulder’s Transportation Master Plan was awarded the 2004 Institute of Transportation Engineers (ITE) Best Practices Award. It provides the policy basis for how transportation funding is spent, and what projects or programs the city focuses on to provide transportation services for its citizens through the year 2035. The TMP sets these projects and programs within the context of the broader community goals to protect the natural environment and enhance Boulder’s quality of life. It includes specific plans for multimodal corridors. As stated on the website: “First adopted in 1989, the TMP recognized the need to reconcile two seemingly conflicting goals: first to provide mobility and access in the Boulder Valley in a way that is safe and convenient; and second, to preserve what makes Boulder a good place to live by minimizing auto congestion, air pollution, and noise.” It provides insights into effective network planning strategies that support access management principles in a multimodal transportation system.
